Knowing Anyone from HSP Resources, Inc
The Commander of Sierra Army Depot, today, not only denies knowing anyone from HSP Resources, but states that he is not negotiating with any private entity party for leasing Army property.
SAID Chief of Staff Aric Manner also stated that the Army has no plans to lease the Amedee Army Airfield to any private party now or in the future.

Steve Pezzullo's HSP submits their RFP ($25,000) and states that they will trade the "One Stop" building in Herlong for the Airfield property and also states that they are negotiating with the Army for the Airfield itself.
The mandatory Airport Land Use Plan will cost the taxpayers $40,000
Where does "US Mine" come in?
This is a "shell" corporation created in California, on April 23, 2014, to acquire the land around the airfield.
They put together 30 names to form this "dummy" corporation. They have no capital assets?

Their discussion was to approve an easement perpendicular to the Boat Storage building (this building actually sits at the bottom of the photo on a separate lot). Chapman made a fuzzy motion (?) but the CAO failed to EVEN show the Supervisors or the public where this easement will be.
SO WHAT DID THEY APPROVE? WE DOUBT EVEN THE SUPERVISORS KNOW WHAT THEY VOTED ON.
IT WOULD BE NICE TO BE ABLE TO TRUST THIS BODY, BUT THAT TRUST HAS LONG BEEN ERODED TO JUST SUSPICION

Certificates of Participation are a lease financing agreement in the form of tax exempt securities. They can be marketable to private investors and are not considered DEBT. If you have to pay it back.......it's DEBT.
This action only requires a vote from the Board to proceed but the Board must first identify and add these Capital Improvement Projects to their budget before proceeding. Something the Board has been reluctant to acknowledge. This would expose the Supervisors to a level of scrutiny by the public.

While Wosick was going up the stairs before the Supervisors meeting, he was overheard saying that he was going to put Wayne Langston's name down on a piece of paper and pass it around to the other Supervisors.

Wosick did in fact try and appoint Wayne Langston to the RCD Board (Honey Lake Valley Resources Conservation District) via little pieces of paper.

The funds were granted to the County with a legal caveat that it must be held for 20 years. So much for laws in Lassen County.
HSP bid is $25,000 but wants to swap the "One Stop" for the Amedee Airfield parcels.
HSP, coincidently, purchased the mineral rights to the land north of the Amedee Airfield in April of 2014.
Pezzullo, coincidently made this same offer weeks after he purchased the township of Herlong.

Public record shows that Steve Pezzullo's HSP Resources LLC purchased the parcels above the airfield immediately after the RFP was issued in January/2014. This land would give them direct access to the electrical substation (which would save them hundreds of thousands of dollars to construct)
District 5 Supervisor Hammond and outgoing Supervisor Wosick show no reaction when Kan We Help exposes a parcel included in the RFP (electrical substation) that the Board voted to exclude. Video
The Lassen County Supervisors tasked CAO Richard Egan to develop a Request For Proposal for the Amedee Airfield Parcels.
Egan also wrote the Herlong RFP which included selling the Herlong One Stop Building that was also not to be sold . The Grand Jury found such irregularities that it sent the complaint to the District Attorney.
The Lassen County DA enabled this latest action by the Board because she chose to look the other way on the Herlong complaint. Egan gets his direction directly from the Board of Supervisors.
On September 23, 2014, the Board voted to approve Egan's RFP as it was submitted.

Rigged From Day One
The Lassen County Supervisors placed the first RFP to sell the Amedee Airfield & surrounding parcels (most are contaminated with ordinances and explosives) on their January 28, 2014 Agenda.
....and then proposed to quickly issue the RFP on February 1, 2014 with a bidder submission date of March 1, 2014.
This gave Steve Pezzullo, and his partners (HSP Resources LLC) just enough time to buy the property above the Airfield, on February 22, 2014.
Kan We Help eventually stopped the first RFP by pointing out that Lassen County could not sell a federal airfield.
Eventually the County issued six (6) RFP's that were equally as flawed

1. On September 17, 2013, Jack Hanson & Larry Wosick and the County awarded Steve Pezzullo the Herlong township for $31,900 and immediately transferred the property to the newly formed (9/25/13) HSP Rescources LLC.
On November 25, 2014, Larry Smith of HSP Resources LLC (Hays, Smith, Pezzullo) came before the Lassen County Board of Supervisors and complained that he had wrongly been assessed at $528,000 for the township of Herlong, which he now has to pay $11,717.96 in property taxes.
HSP Resources has done little-to-nothing with this property that they promised to develop for the benefit of the Herlong residents.
Larry Smith claims that the $30,000 he has spent on Herlong was not worth it.
2. On February 22, 2014, five months after the Herlong purchase, Hal Hays (Hays Ranches LLC) purchased the land above the Amedee Airfield parcels and transferred it to HSP Resources. The parcels ,in yellow, were purchased in 2014 and transferred to HSP also. As you can see, #16 and #17 are contiguous to the Amedee Airfield Parcels (Bids due on 12/11/14 @ 4:00 PM at the County Administration Building on Lassen Street in Susanville)

3. Now we come to the charade put on by the Lassen County Supervisors on November 25, 2014, especially Supervisor Hammond. Tom Hammond seconded a motion by Bob Pyle to order an "Airport Land Use Compatibility Plan" at an approximate cost of $18,000. The motion failed from a lack of a quorum. Wosick, Hammond and Pyle do not want to restrict or delay any of HSP's plans by waiting for a "building plan" around the airport. This is a mandatory plan that was never done. Supervisor Pyle has been on the Airport Commission for 20 years

HISTORY OF SCAMS: The Lassen County Supervisors did not announce that Larry Wosick, a sitting Supervisor, bid on the Herlong RFP. Eventually, all bids were rejected and the RFP was re-issued on June 4,2013. The Herlong bids were due on July 25, 2013 and then opened and the township of Herlong was given to Steve Pezzullo. All of the Herlong parcels were transferred to the newly registered corporation, HSP Resources.
Supervisor Wosick's friend was then awarded the property for $31,900.
HSP Resources has painted a few buildings and done a few repairs in the past year.
Wosick's previous bid was$25,000 which included the parcel "V-2".
May 14, 2013: Board Meeting

The Board does not announce the winning bid for the December 18, 2012 Herlong RFP.
They placed the Herlong RFP on the Closed Session Agenda and announced that they had NO REPORTABLE ACTION. There was no mention that Supervisor Wosick had bid $25,000 for all of the Herlong property.
Willis Dow had bid on one parcel (Parcel 4, along the railroad) and appeared at the meeting to complain about the way the bidding process was handled. Evidently he had been told, by the County, that his bid had been rejected.
On October 18, 2011, the Lassen County Supervisors paid $50,000 for a Valuation Study of their LRA Herlong property. According to this Study, the LRA (Local Reuse Authority) was valued at:
$8,601,698.
The V-2 (One Stop Building) was valued at over $800,000 in 2011)
PUBLIC OUTRAGE GREW
The Public was outraged with the apparent collusion.
Supervisor Albaugh tried to invoke the "Referee" clause to re-visit the sale. It was voted down.

HSP Resources LLC ?
The Supervisors, Hanson, Wosick, Albaugh & Pyle voted to approve Pezzullo's Herlong township purchase on September 17, 2013. Jack Hanson, Herlong's Supervisor, was recalled on September 10, 2013, but the Board delayed the Recall Election results so that Jack Hanson could vote on the sale to Pezzullo.
After the four Board of Supervisors approved Steve Pezzullo's $31,900 bid for the township of Herlong, Pezzullo immediately (September 25, 2013 ???) recorded the Herlong property to HSP Resources LLC (Hayes, Smith, Pezzullo). All of the Herlong property was transferred to this partnership the same day and Hammond was assured that he would be the only food and gasoline vendor in Herlong.
(Unfortunately all of the partners are unknown).
HSP Resources is paying $1,383.12 property taxes on the $1,000,000 Family Resource building in Herlong (parcel V-2- APN 139-160-9811).
HSP can sell this property, and probably will.......
This building was valued by the previous Assessor at $125,000 :(
Since October of 2013, HSP Resources has purchased
71 additional parcels.
According to public records, Larry Smith & Steve Pezzullo are paying $5,565 property taxes on only 11 of the 71 parcels . The remaining parcels property taxes were waived by the previous Assessor.
When Supervisors Wosick and Hammond vehemently supported the very odd Re-zoning of Ag property in Herlong to a much more profitable "Town Center" zoning, HSP owned three adjacent parcels. Just a hunch, but will HSP purchase the "Town Center" property now.
....KWH WILL MONITOR THAT PROPERTY....
A similar re-zoning gift was made before Jack Hanson was re-called. Hanson managed to re-zone his brother-in-laws (and partners) property to "Town Center" before he left office .

The November 25, 2014 Lassen County Board of Supervisors meeting was full of surprises.
1. DONATION
The Board of Supervisors rejected a gift from Kan We Help and did it with much animus but accepted a bouquet of flowers from Violet Stout (?). Kan We Help was given a HP 4500 wireless copier to be donated to the Board of Supervisors meetings. In the past, the Supervisors have refused to make copies of documents, for the public at meetings, that were distributed to the Board. The last time this happened the Board approved a Resolution to place an item on the ballot and would not make copies for the public.
The person who donated the copier came to the meeting.......
2. ASSESSMENT APPEALS BOARD
The Board of Supervisors agendized the "Assessment Appeals Board" to listen to public complaints about the property tax appeal process.
Larry Smith of HSP (In 2013, purchased the 435 acre township of Herlong for $31,500) came to the Board meeting to complain about the recent assessment on all of his parcels.
The Assessor "valued" 20 parcels of Mr. Pezzullo and Mr. Smiths property in Herlong, at $528,000.
[the range varied with the highest parcel assessed @ $1,633.12 and the lowest parcel assessed was $19.18]
What Larry Smith failed to mention is that the Assessor discharged (waived any property taxes) on 13 parcels because the assessed value was under $463.
This is a tax revenue for Lassen County
and will bring a total of
$11,717.96 in taxes to the people.

Mr. Smith and Mr. Pezzullo have been collecting rent on the properties since November of 2013 and have never paid any property taxes. They raised the Post Office rent from $500 to $2,000 a month........

Also, the Supervisors intentionally included a building worth over $1,000,000 in the sale (One Stop) which the County had previously used restricted funds to pay for a new roof and air conditioning.
Lassen County Supervisors sold this County building to Pezzullo & Smith (Parcel V-2) for $173,
and Bob Burns made sure they would not go to jail..
Smith claimed that he should be taxed on what he paid for the property????

The property being sold has the Sierra Army Depots airfield in the middle. The Army has a 50 year lease on the airport. It cannot be sold to a private party.
However there must be an "Airport Land Use Compatibility Plan". This "Plan" was never done. The Supervisors have been in discussion about paying for the "plan" for almost a year. Wosick voted against the motion to have the "Plan" done because he traded votes with Chapman for something else

The Supervisors are selling all of the Airfield parcels in one lump sale and will try and sneak in the airfield like they did with the Herlong "One Stop".
Kan We Help was able to force the Supervisors to disclose the fact that the property is "hazardous to human safety". New reports, recently acquired from the Department of the Army in Warren, Michigan states that the condition of the parcels are much worse than earlier reported.

Susanville Dentist, Dr. Jim Hodges, asks the Lassen County Board of Supervisors why the Community Pool has not been put on the Capital Improvement Plan.

The Supervisors have hidden six pages of the County's Capital Improvement Projects from the public. These projects still exist but the Supervisors don't want the public pressure to complete them.

The Supervisors voted to donate $200,000 (of taxpayers money) a year to build a community pool at the old Roosevelt Pool site which closed in 2004.
After one year, the JPA (Honey Lake Valley Recreation Authority) has been reluctant to release current financial statements.
The City of Susanville has donated $400,000 since the JPA was formed on November 18, 2013. The County has matched that amount and now is attempting to match the $1,750,000 needed for construction costs.

On November 12, 2014, after attempting to appear to comply with the Grand Jury recommendations, the Supervisors hired the same person (Jennifer Branning) they had appointed as Acting CPO.
[Hammond, Pyle and Wosick voted Yes, Albaugh abstained and Chapman voted No]
The Grand Jury stated that the "acting" Chief Probation Officer, Jennifer Branning, had received a 52% pay increase which is in violation of Lassen County's "Personnel Rules and Regulations".
Jennifer Branning was earning $23.67 per hour.
The Supervisors hired her today
at $39.17 per hour.
On April 16, 2014, Lassen County CAO Richard Egan "created" a letterthat was meant to appear as though Presiding Judge Michelle Verderosa had penned it. Judge Verderosa reacted by stating that she would no longer appoint the Chief Probation Officer in Lassen County. The County then was forced to create a new "Chief Probation Officer" position.

Lassen County withheld evidence, to the Grace Foundation, that proved the 36 Whispering Pines horses were removed from the Bennett property and given to the Grace Foundation for care. The County has refused to reimburse the Grace Foundation for over three years, claiming that they had no obligation to pay for the horses care.

The Grace Foundation made a plea for help at the January 28, 2014 meeting Video link: Part 1@ 4:39 mark . The plea for help fell on deaf ears and the County Supervisors did nothing. The Supervisors met in closed session many times and knew that they were obligated to care for these animals (reimbursements to the Grace Foundation) until the disposition of the Bennett case.
The Grace Foundation was prohibited from re-homing these horses due to the fact that they became "evidence" in a criminal investigation.

The two public entities that make up this Joint Powers Authority (City of Susanville and Lassen County) have yet to secure any money to construct this community pool. The costs now exceed $3 million.
The JPA was asked to begin being accountable for the $800,000 now in its' treasury. Jared Hancock showed resistance to this type of accountability. President Brian Wilson asked Mr. Hancock to present a financial report at their next meeting on November 18, 2014 at 3:00 PM at the Susanville City Hall.

On October 27, 2014, Lassen County CAO Richard Egan visited the High Desert Wolf Rescue in Ravendale and agreed to end the County's harassment and owner Debbie Valenta agreed to reduce the dog population in half by September of 2015.
The 20 year old Rescue, owned by 69 year old Debbie Valenta, has been under siege from the County for over a year.

Threats to kill the dogs, jail and seizures has been hanging over Ms. Valenta's head.
The High Desert Wolf Rescue is the largest west coast wolf-dog rescue in the United States.
The Rescue is located in a remote area of Lassen County.

A similar re-zoning gift was made before Jack Hanson was re-called. Hanson managed to re-zone his brother-in-laws (and partners) property to "Town Center" before he left office .
What is unique about this political move by Supervisor Hammond, is that it made no sense at all. The owner of this property could have requested a simple re-zone from Agricultural to Commercial.
The owner Lawrence Marion wants to build a mini-storage ?
This 10 acre desert parcel ( APN 139-060-33) sits 2100 ft from the Herlong airport. This mini-storage would accommodate commodities flown in and out of the Herlong airport with little or no monitoring. The Owner claims he will build in phases (?). He also plans to build a residence on the property.
This 10 acre desert parcel will be subject to the Herlong Airport Land Use Plan which limits the type of construction. This parcel sits in the "Designated Safety Areas
So why the "Town Center" Supervisor Hammond ?
Simple: It adds value to this parcel
and Pezzullo's property increases in value.
The CAO claims that surrounding property owners (Steve Pezzullo too?) were sent notices
Mr. Marion purchased this property from Joseph and Lorayne White on May 23, 2005. The property was listed as "commercial" with manufacturing as a "use". Mr. Marion paid $45,000 for this desert parcel with only a septic tank as an improvement.
The value increases when you re-zone to "Town Center"
The Lassen County Planning Director Anderson and CAO Egan were in favor of expanding the new "Town Center" zone.

The Lassen County Supervisors decide to go on a Scavenger Hunt
The Supervisors decided to table the approval of $1.75 million dollars, for the pool construction costs, until they could locate the cash. It was decided that CAO Egan, Supervisor Chapman, Supervisor Hammond and Auditor Karen Fouch would meet early next week and find the money. The annual $200,000 donation to the HVLRA comes out of the "Tobacco Settlement" Fund now, but would be up to the discretion of future Boards to continue this donation.
Supervisor Chapman stated that February was unrealistic to begin construction. Susanville City Manager, Jared Hancock is determined to keep the project moving forward.
In the mean time, the HVLRA met at 3:11 PM (the meeting was held up due to a lack of a quorum), across the street at the Susanville City Hall, and decided that a short mini-meeting was all they needed. A quick sweep through a very short agenda and they went home.
The HLVRA pool board meets again on November 4, 2014 at the Susanville City Hall @3:00 PM to review pool designs.

The term "Good Ole Boy" system has been used to describe the male dominated government in Lassen County. However, a more appropriate term would be Lassen County's CULTURE OF CORRUPTION.
Old family names are predominant on ballots in Lassen County. Why not, they have lived in this county for years and have invested heavily in the political make up of Lassen County. Should they dictate the culture of corruption, absolutely. Are they responsible then for the level of corruption in Lassen County, absolutely
Abuse of the Opening Meeting laws and the fact that these violations are tolerated by local law enforcement is not all of the problem . Local newspapers that suppress wrong doing are equally at fault. People that look the other way and ignore the greed that runs this County are to blame the most.

The HLVRA ran into a problem at their October 7, 2014 meeting today. They had two meeting minutes to approve but NO CHAPMAN AND NO WOSICK. This meeting had only two regular members present that had attended these two meetings.
Wosick showed up at 3:15 but could not vote to approve the Meeting Minutes for the September 16, 2014 because he attend only half of that meeting. That left only two members that attended the 9/16/14 to vote, three members were needed to take action to approve the 9/16/14 meeting minutes These minutes were tabled.
THE HLVRA IS SUBJECT TO THE BROWN ACT
Wosick, Wilson and McBride attended the 9/19/14 meeting and could vote to approve the accuracy and correctness of the minutes. The alternate abstained from voting because he had not attended the 9/16/14 or the 9/19/14 meeting.
10/7/14 Meeting: The alternate to the JPA sits on the far left, Brian Wilson, Nick McBride, absent were Supervisor Chapman and Supervisor Wosick.
The design company has been asked to design a pool for $2.5 million.
The JPA does not have $2.5 million.
No decision was made on financing the new community pool. Both Susanville members and County members will take the financing options back to their respective Boards to agendize the options to finance the pool. The JPA leaned toward asking each public entity (City of Susanville and Lassen County) to pre fund the money needed to build the pool.
They anticipate, weather permitting, to start the 6-7 months construction, in February 2015

The JPA has no agreement with Mr. Burns or any other attorney, other than a land acquisition attorney handling the property transfers.

County Clerk Julie Bustamante asked the Supervisors, on July 23, 2013, [for a "one-time" cost of $27,000] to purchase a new agenda/minutes software program. Her request was approved.
Bustamante had fallen way behind in getting Minutes to the Supervisors to approve.
In 2013, Kan We Help gave the Supervisors a list of 14 Minutes that had not been approved over the last year and a half. The Supervisors eventually placed these on the Agenda, one at a time, to be approved but did not have a quorum to approve two due to changes on the Board.

Kan We Help has been inquiring about this software for over a year and most recently at the Supervisors meetings. The CAO stated publicly (early in 2014) that the IT people were training the County Clerks staff on this new software.

The City of Susanville, under the great leadership of Jared Hancock, could keep this project afloat. County Supervisors, however, could easily upset the progress by their incessant bloviating. The Supervisors do not take notes during their meetings and literally start from square one when the pool issue, or any ongoing issue, comes up. The only Supervisor that retains "any" information is Supervisor Chapman.

Another Draft of the Capital Improvement Plan (CIP) was presented at the September 16, 2014 Board of Supervisors meeting. CAO Richard Egan was instructed to eliminate 80% of the actual Capital improvement projects from the spreadsheet. The eight page spreadsheet suddenly became two pages. It wasn't like the need for the improvements disappeared. The Supervisors only wanted the public to see a small amount of work.

1. Larry Wosick stays on the Board because some flunky attorney tells him he doesn't have to live in his District. He admitted moving out of his District on January 29, 2014.
2. Larry Wosick never disclosed the property he owned in Milford for 4 years. Wosick sold this property on January 29, 2014. This was his "alleged" residence to qualify to sit on the Board. This "asset" was never disclosed on his 700 Form, never.
3. Larry Wosick represents one of his partners for the purchase of the Amedee property. They want it cheap like before and will do anything, anything to make this happen
4. Larry Wosick knew about the new Interstate in 2012 when he purchased his Standish property in December/2012 after the "Surface Transportation Act" passed in June of 2012 and started pushing for the Herlong's sales.
He is just another dirty profiteering politician that can buy and sell anyone

The Supervisors had done nothing with the Sierra Army Depot Surplus property in Herlong until Larry Wosick was seated on the Board.
Since then Wosick attempted to secretly purchase the township of Herlong for $25,000. That failed and he and Jack Hanson set up Mr. Pezzullo to buy the 423 acre town for $31,900 and rezoned their own property. The Lassen County Supervisors have presented "six" Drafts of the "Request for Proposal" to sell the surplus property given to them in 2003 by the Sierra Army Depot.
Not one Draft included the disclosure of the Ordinance/Explosives that need to be cleaned up on the East Shore Parcel.
Documents place the cost of the clean-up with the Sierra Army Depot.
In the 2004 CEPA Report, the cost of the clean up was estimated at $2.4 million dollars.
The Lassen County Supervisors could have demanded and could still demand that the East Shore Demolition parcels be cleaned up by SAID.
The Lassen County supervisors have never approached SAID to clean up the explosives and make this property safe.

If Albaugh failed to get the ballot resolution, to the Supervisors, by July 18, it could have been placed on the August 4, 2014 Agenda ( The County Clerk confirmed that the deadline is 88 days before the election, August 8).

On April 16, 2014, Lassen County CAO Richard Egan made the decision to write a letter that was made to appear as though Judge Verderosa had authored it.
She didn't author it and Kan We Help caught him in a lie. Judge Verderosa's signature has never been authenticated.
Egan placed this letter on the Board of Supervisors May 13, 2014 Agenda but had no intention of having any discussion on it. (Audio and video recordings confirmed that this Agenda item was never discussed or voted on)

The Susanville Chamber of Commerce no longer wants to decorate "real" trees in downtown Susanville. Supervisor Chapman placed Agenda item H-2 on the July 8, 2014 meeting.
Chapman suggested that this annual $2,000 donation be paid for through the Supervisors Discretionary Fund. Each Supervisor is given $4,000 to give to the public as a gift.
Supervisor Hammond and Albaugh objected to this coming out of their "pot". CAO Egan suggested that they raise the $20,000 Discretionary Fund to $25,000 to cover this donation. Hammond and Albaugh reluctantly voted to approve this gift.
The fake tree will cost $15,000 a year to build. The tree will be purchased in parts each year until it reaches it's desired height.
The private non-profit Susanville Chamber of Commerce also received a $5,000 donation from the Board of Supervisors for the 150th Lassen County Anniversary event they are planning on 9/5/14. IT WAS NOT DISCLOSED HOW THE SUPERVISORS WERE GOING TO PAY FOR THIS SINCE THIS IS NOT A BUDGETED ITEM.
The Westwood Chamber of Commerce planted a "real" tree to decorate each year as a community event.

Chapman tried to slip a Capital Outlay expenditure for a "back up" generator into an inappropriate account [Agenda 5/13/2014, Item G-7]He claimed that it had been there for years. Research found that was not true.
Chapman claimed that this generator had been in the budget for years. It has never appeared until the 2013-2014 budget. Why lie about something that can be so easily checked?

And.....Pete Heimbigner, Lassen County Animal Control Supervisor, continues to ignore the horrible conditions at the Lassen County Animal Shelter in Susanville
Even though the work has been budgeted to reseal the kennel floors and walls and remodel safety issues at the shelter, Heimbigner has refused to do it.
The remodeling budget just sits year after year, untouched and ignored
Presently the kennels cannot be properly sanitized and put the staff and animals at risk
Animal Control Staff are at risk because the old kennel doors allow dogs to escape.
And.....Heimbigner plans to kill over 100 dogs in Ravensdale at the end of June and put the owner Debbie Valenta in jail.
Ravensdale is the home of the second largest wolf hybrid rescue in the United States. Heimbigner has harassed the Wolf Hybrid Rescue in Lassen County for months.

The June 10, 2014 Board of Supervisors Agenda placed creating new positions, new titles, new pay at the end of their Agenda. Why? Because they do not want the public to be present.
Public Entities typically change titles of staff when they want to give HUGE pay raises. CAO Egan rewarded only Cheryl Douglas. Egan pulled Regina Schaap's new "job description" and pay raise. Julie Morgan, Assistant to CAO, was also not rewarded.
The Supervisors approved Agenda Item H8. CAO Richard Egan requests that $102,000be added annually to the County's budget so he can hire a Deputy CAO. Someone to replace him when this rancher/CAO is........absent ?
Coincidentally, immediately following the election, a new position is created. You get three guesses on who will be given this "political plum" and your first two guesses don't count.

The May 13, 2014 Lassen County Board of Supervisors meeting uncovered a glaring problem with not having a Capital Improvement Plan. The Supervisors have placed no urgency on developing a CIP even though it is a MANDATORY County document. The CIP would prevent Mr. Chapman from creating his "rainy day" spending.
Supervisor Chapman has signed off on over 34 annual budgets and still doesn't understand that he cannot use money from any line item budget. Chapman defended the use of $115,133 from the Criminal Justice Facility Construction Budget (Fund 126-1261). Mr. Chapman stated that if they didn't use this money it would go away. That was simply NOT TRUE. You will notice below that the $150,000 was placed there recently. Chapman placed this in the "CONSENT CALENDAR" so it wouldn't be noticed. The Supervisors approve this Agenda item with one vote. This is a highly abused Agenda item.
Mr. Chapman's chronic habit of hiding his rainy day money has gone on for years. He gets away with it because he bully's the other Supervisors and former CAO's into thinking that this is the way it has always been done.
Kan We Help challenged the "inappropriate" use of this Fund.
The cost of a "back up" generator for the a "Courthouse Square Standby Power Project" (?) is an ACO expenditure (Accumulative Capital Outlay). Mr. Chapman, coincidentally, heads this Committee. If a "PLAN" was in place for the County's "priorities", Mr. Chapman could not have done this.
That's odd......there is no budget for a new generator, Mr. Chapman ???

HSP Resources (Hayes, Smith, Pezzullo) have not pulled any Building/Remodel/Demolition Permits. Permits require the property value to be stated and then would then be taxed.
NONE OF HIS PROPERTY HAS BEEN ASSESSED.
(The Assessor has not placed a "value" on Pezzullo's town ( land/ improvements), therefore there are no taxes.....SWEET DEAL)
Supervisor Wosick was exposed for attempting to purchase this town for $25,000.
Very soon after Wosick's secret attempt to buy Herlong, his friend, Steve Pezzullo, was able to purchase this town for $31,900.
As long as Supervisor Wosick (His permanent residence is in Reno, Nevada. He no longer even lives in his district. Maybe Rhetta Vander Ploeg will correct this. For certain Bob Burns will.....)sits on this Board Pezzullo can collect his rents but will never pay taxes to Lassen County for his Herlong Town.

Lassen County sent out Agendas to Plumas County, Modoc County and Sierra County for the Quad County Meeting to be held on April 29, 2014. Only Plumas County publicly posted the Agenda.
Kan We Help discovered that Modoc County and Sierra County had not posted the 4/29/14 Agenda. The Brown Act requires that "Special Meeting" Agendas be posted no later than 24 hours before the meeting. Kan We Help Secretary, Eileen Spencer, notified Stephanie Wellemeyer of Modoc County and Michelle Burr from Sierra County this morning that they must post this special meeting Agenda before 10:00 AM this morning.

Lassen County has a 40 year career politician that has forgotten that the $120 million dollar County chest of gold belongs to the people and not him.

You have a first term Supervisor that talked big about cleaning up County government but found joining the "Club" was much more lucrative.

Rhetta Vander Ploeg hasn't been that great of an attorney but she should know that the "County Administrative Officer" is a California Constitutionally created County position.
Vander Ploeg even convinced former County Treasurer, Richard Egan, that he could use CEO (Chief Executive Officer) which is a position that does not exist.
County Counsel Vander Ploeg even put CAO/CEO in Egan's contract to make it look legitimate but the joke has gone far enough. Vander Ploeg has advised CAO Egan that he can sign public documents with CEO.
The County of Lassen has clearly followed the California Constitution when it created Title 2, Chapter 2.06.015

This attorney should never have been hired, in the first place. She has shown no interest in providing "any" service due possibly to her lack of interest or knowledge in the law.
One of her first acts was to secure a "County Counsel Support" contract for her friend, Sierra County, County Counsel Jim Curtis. Vander Ploeg will jump from Lassen County to Sierra County on May 16. Curtis's contract had expired and Vander Ploeg placed the renewal in the Consent Calendar hoping no one would notice.
Has anyone asked if Vander Ploeg was collecting this at the other end?
If she had an ethical bone in her body she would have resigned after Martin Nichols was fired.

CIP Discussions May Lead to
Lassen County Offices Moving
to a
17,353 Square Foot Building
Local residents, that included Dr. and Mrs. Hodge, have succeeded in getting the Lassen County Board of Supervisors to focus on creating a Capital Improvement Plan. The CIP has always been mandated to be maintained by the CAO but the Supervisors have, in the past, failed to enforce that duty.
CAO Richard Egan told the Board that rather than wasting General Funds to repair old County offices it might be possible to buy an existing building by the new Court House that is being vacated. The old buildings can be sold.
Currently, the County offices are scattered all over the County in old facilities. This move would allow a Board Room to be in the same building as the County Staff, County Clerk, Assessor, Treasurer, Public Works, Planning. This move will make a "ONE STOP" access for the public. The current building locations are old and in dis-repair and are costing the taxpayers thousands of dollars to maintain. CAO Richard Eagan is having a "NEEDS ASSESSMENT STUDY" done for the County that he said would be done in a few weeks.
The Lassen County Supervisors all agreed that the CIP will give them a map for future capital outlays and a "plan" for the County.
Sheriff Growden and Melody Brawley, Director of Health and Social Services also asked to be included in the CIP. All services that the Sheriff and HSS offer are located in old County owned buildings that are in dire need of repairs. Repairs that the County may not ever be able to get to.

Somewhere at sometime prior to April 1, 2014 the Board voted to hire Bob Burns as the next County Counsel. The Board of Supervisors claimed four candidates applied. They claimed that three dropped out. It was evident that the position had been rigged. Lassen County's reputation is safe and secure.... Liars.

Supervisor Wosick's vote to hire Bob Burns as County Counsel was a given. Quid Pro Quo ? Burns had to agree not to prosecute Wosick for the Spencer complaint to get his vote. Burns did that for Wosick. [Wosick just borrowed $240,000 from his partner against his Motorcross. Is this for anticipated legal costs?]
Supervisor Chapman's vote was just plain stupid. He will be on the ballot in June, for the County Auditor position which he is clearly not qualified to hold, and he pulls this. He will be lucky to get votes within his own District.
Supervisor Albaugh is just lost on this Board. He just says and does what Supervisor Chapman tells him to do. It is almost like watching a ventriloquist and his dummy.
Supervisor Pyle is just going to serve out this term, but he still could have done the right thing......but didn't
Supervisor Hammond was the biggest disappointment for his District. Hammond was elected to District 5 when Jack Hanson was Recalled last September and is now on the June Ballot, running unopposed. Hammond will win with his two votes.
The 2000/2001 Grand Jury agreed with Bob Burns that a public board cannot make an appointment in Closed Session;
except if the appointment is BOB BURNS.

Supervisor Chapman wants a Resolution brought to the Board defining what is not to be sold. Chapman's suggestion is that a portion of the property be set aside so that the County can control access to the airfield (the upper right-hand corner of the map, "Amedee Airfield Road").
Supervisor Hammond replied the access is now being controlled by Army Military Police. The Army has a 50 year lease with the County for the Amedee Airfield with the option of an additional 50 year lease. The Army must approve the use if the County sells the property.
The Supervisors voted to sell the "worthless" property in "one" piece.
There is no public access to this remote property other than an un-maintained gravel/dirt road at the Southern tip of the parcel. Honey Lake is on the left and the Army base is on the right.

Lassen County Counsel, Rhetta Vander Ploeg does not live in Lassen County and often comes in late to the Board of Supervisors meetings or sometimes not at all. March 18, 2014 was no different.
The January 28, 2014 Board Minutes were being approved and Bob Pyle, who did not attend this meeting, moved to approve the Minutes. Vander Ploeg said nothing, did nothing. She may have been sitting in that chair but her mind was not in Lassen County. Watch: PART 1: 21:47 mark. Supervisor Pyle could not make a Motion or a Second to the Motion, but could only abstain from the vote.
The hand out for the DRAFT RFP Amedee Airfield property was not included on the County's website and a notice was issued that the handout would be available at the March 18, 2014 Board of Supervisors meeting. There were no hand outs available to the public. Rhetta Vander Ploeg didn't have one, but she came to this meeting with nothing and we can only assume she was unprepared even to attend this meeting that she is being paid for. The Board cancelled their March 25, 2014 meeting due to the fact the CAO could not attend. The CAO suggested scheduling a Special Meeting on Monday, March 24. A Special Meeting requires a 24 hour Notice to the public (Brown Act 54956). Rhetta Vander Ploeg just sat there and said nothing when the CAO stated that a Special Meeting needed a 72 hour Notice. Lassen County Clerk, Julie Bustamante, has fallen behind on the Board of Supervisors business. Meeting Minutes have not been approved for six meetings. Her staff is not even proficient with the old software so how can the public trust her with a new $27,000 software package she purchased last September that has yet to be installed.
Now, the Agendas have "This Agenda item pulled" listed for secret and unknown agenda items? Only the Supervisors can vote to pull an Agenda item. The real reason, the County Clerk does not understand her software.
At the March 18, 2014 Board of Supervisors meeting, Bob Pyle voted to approve the 1/28/14 minutes. The "Problem", he did not attend this meeting. Over the years, the County Clerk failed to present over a dozen Minutes to be approved and the Supervisors could not possibly approve one, two year old minutes. When they were forced, by Kan We Help to address this, they approved all but one. They didn't have a quorum to approve the last one because of Jack Hanson's Recall.

Supervisor Chapman has announced that he would not be running again in 2016 and has decided to run for County Auditor which he is not remotely qualified for. That takes him off the JPA pool committee.
Brian Wilson, first time City of Susanville Council member, is running for a County position he is distinctly and legally not qualified for. A position that, if he should win, will take him off the newly formed JPA pool Committee.

The State sets the qualifications for the office of County Treasurer, not Bustamante.
As County Clerk/Election Officer she is required to follow the law not bend it.
On March 10, 2014, Julie Bustamante "qualified" Brian Wilson to run for County Treasurer. Bustamante qualified him because he took one class in Business Calculus at Glendale Community College. As an insurance broker, he can offer financial services, such as retirement plans and estate planning. This does not meet the strict criteria the State sets for County Treasurer.

These computers were ordered on March 27, 2013 and they have been stored in various places in County buildings. The Supervisors approved this purchase but when asked "Who gets them", they did not know or even care.
When asked on January 21, 2014 why there are no many just sitting around, Julie Morgan claimed the County does not have an IT person and they are slow to get them installed.
These computers were noticed on the Court Tour on January 21, 2014
Ms. Morgan stated that a 3 year warranty came with these 88 monitors and computers. One year has been wasted by just sitting.
On February 25, 2014, Kan We Help questioned Agenda Item G-1 in the Consent Calendar. This agenda item would approve an additional 85 computers and monitors. Kan We Help asked that this purchase be postponed until July 1, 2014, since these computers will also just be stored.
What really happens to this equipment ?

Julie Morgan tells the Supervisors they need redundancy with their internet connection and recommends that the County contract with Frontier. Jeff Morish, from NST, told the Board, on February 11 video link: part 7, that a Master Plan should be done first. Chapman really showed no interest in doing this right. Chapman wants a new big board room and a big closed session room with a big bathroom......NOW.

The Board published a Notice for public appointments for a new Task Force to work on ideas for the use of the space vacated by Lassen County Superior Court. Historian Chapman volunteered to be the person in charge and was subsequently appointed (??) by the Board.
This Task Force would be charged with moving County Staff efficiently into available spaces at the Old Court House & back Annex on Lassen Street in Susanville. This Task Force would recommend any remodeling that would be needed to accommodate these moves, including a possible new Board Room.

Lassen County LAFCO Approves Resolution for
New "Southern Cascades Community Services District"
Next Step: It must go back to Modoc County and Lassen County Supervisors to place it on the June Ballot
Lives are at stake !
Two weeks ago (January 27, 2014), Lassen County's LAFCO Executive Officer, John Benoit, sent a DRAFT of the Resolution to the Lassen County Supervisors. This Resolution needed to be on the January 28, 2014 Lassen County Agenda but certainly no later than the February 11, 2014 Agenda.
Lassen County Supervisor Chapman and Supervisor Wosick failed to place this critical Resolution on either Agenda.
John Benoit, sternly told the LAFCO Board that he would personally take the "NOTICE OF A PUBLIC HEARING" ad to the Lassen County Times and emphasized that this was NOT HIS JOB. This last Resolution needs to be posted for two weeks in a local newspaper and then it must be approved at a Public Hearing. All of this must be done by March 7, 2014.
Lassen County Supervisors Wosick and Chapman (Lassen County's LAFCO representatives) both claimed they had no knowledge of the Resolution sent by John Benoit on January 27, 2014.
Supervisor Chapman & Wosick had no intention of placing this on any Agenda.
Chapman and Wosick just thought they could run out the clock.
WHY?

Supervisor Chapman stated that after Kan We Help "made a big deal about it", at the January 14, 2014 meeting, the Lassen County Supervisors placed it on their January 14, 2014 agenda as an "Emergency" agenda item. However, the Supervisors violated the Brown Act when they took this action.
Supervisor Chapman can be seen on the meeting video Part I-19:37 mark, waiving the first LAFCO Resolution in the air at the December 10, 2013 BOS meeting, but failed to place it on any agenda.

If the Lassen County Supervisors throw any more roadblocks up, this measure will not appear on the June ballot for Big Valley property owners who desperately need emergency services in this very rural part of Lassen County. The District 4 Supervisor Albaugh was present but added only his apologies.
If the Lassen County Supervisors fail to comply, John Benoit said that the Modoc property owners can do this by themselves, but the ambulance district will only serve certain defined areas in Modoc County.
Even if the Lassen County Board of Supervisors place a NOTICE OF A PUBLIC HEARING in the February18 issue of the Lassen County Times they will still have to rush and have a SPECIAL MEETING ON March 4, 2014.

One by one, the Supervisors placed these old Minutes on their Agenda, failing only to approve just one. Supervisor Hanson was recalled and the Supervisors did not have quorum to approve it. Now, the County Clerk is falling behind again and skipping Minutes.
The Lassen County Supervisors, on July 23, 2013, approved $27,800 for the County Clerk to purchase new software for the Supervisors Agenda's and Minutes. The new software was purchased from Granicus, Inc
The Problem has never been with faulty software. The problem has always been with the County Clerk's lack of management
The public relies on the County's website for current and past agendas and minutes.
The County Clerk has yet to install the $27,800 software.

The Supervisors placed a "Request for Proposal" to sell the Amedee Army Airfield on the January 28, 2014 Agenda as H-6. It was placed at the end of the Supervisors Agenda, so as to draw little or no attention to it. You have to love the deception of the agenda description.

Websites that advertise public airfields for sale, have a few airfields this size for $825,000 to $1,000,000.
The County does not want to know how much it is worth?
It is a moot point, because no one will buy the land around the airport with limited access because of the Army's airfield.

The Lassen County Supervisors stand by their Herlong lies.
On November 26, 2013, (video link) Supervisor Wosick gave an almost convincing apology to the public. Supervisor Wosick emphatically stated when the County included the One-Stop building in Herlong, it was a MISTAKE. The Board fixed this by firing CAO Martin Nichols [County claims that Nichols was fired and then retired on the same day]
There remains two giant problems for the Lassen County Supervisors:
1. There isn't one document, of any kind, that the County has produced that supports Supervisor Wosick's claim.
2. The Lassen County Supervisors "approved" every cent spent of the MIS-USED Federal and State money (over $5,000,000) This money was designated for improvements to Herlong's infrastructure. The Supervisors allowed this money to be mis-used and Herlong got NOTHING.
Wosick waited 60 days to object to being called a liar.
Wosick recently contacted Kan We Help offering documents that would support his November 28, 2013 statements
This was a break through and could end the publics doubt.
At the January 28, 2014 Board of Supervisors meeting, Larry Wosick passed a note around to Richard Egan to give to KWH Secretary Eileen Spencer

Supervisor Wosick approached Eileen Spencer after the regular meeting adjourned and asked her to go to the County Administrative Building if the Closed Session lasted more than 5 or 10 minutes. He said he didn't have the documents with him.
Spencer waited outside the County Admin building on Roop but when Wosick arrived he had no documents. He insisted that Spencer come into his office where the documents were.
Supervisor Wosick had no document in his office that stated the One-Stop was not to be sold. He had just lured her there under false pretenses.
According to Spencer, Wosick closed the door behind her and began insulting her. Supervisor Wosick blocked the door so Spencer could not get out and continued yelling insults.

Does Lassen County Supervisor Jim Chapman want his new Board room to be bigger so he can ignore and insult more of the public ?
Supervisor Chapman wants NST to design and build only a larger Supervisors Board Room by June 1, 2014 and ignore the rest of the building. Chapman wants a portion of the remodel, a new Board Room, completed for the 150 year anniversary of Lassen County. How about concentrating on the new Public Pool being completed for the 150th anniversary.
If the decision was left to the public, what would they want.
The Supervisors approved a $20,000 design and remodel contract with NST in April of 2013 for the space vacated by Lassen Superior Court but never instructed NST to START. Now, Chapman creates this urgency to build out just a portion of the space.
[The Supervisors also approved a $10,000 contract for a pool design on 2/19/13, that never was done]
This appears to be just another ego trip for Supervisor Chapman.
There are a lot of major issues with this old cinder-block building.

On April 23, 2013, the Lassen County Supervisors approved a contract to NST (a local engineering firm) to "study" the space at the old Court House. This study was to include renovating the Court's old Department 1 in order to move the Board chambers to this space (Sokol's court). The Board has scheduled a tour of this space on 1/21/14.
Kan We Help submitted a Public Records Request for this document but the County has been non-responsive.
On December 2, 2013, the Supervisors were given a report by the former CAO Martin Nichols. What did Martin Nichols base this "Reassignment of Court House Space" on?
Julie Morgan, Assistant to Mr. Nichols, made a claim to the Supervisors that all of the wiring and cabling was too old and would need to be replaced in the Court House. However, Kan We Help Secretary, Eileen Spencer told the Board of Supervisors that was incorrect. The wiring and cabling was upgraded just before the new court house construction started. All new computers, and new cables. It was learned later that the Court would not be taking any of these new computers with them to the new Court House. A great question.......where did the $50,000 worth of equipment go?

When the Supervisors closed the LRA (Local Reuse Authority) down, they transferred all of the Army property to the County. Herlong was purchased from the County not the LRA. The County got away with issuing the last RFP under the LRA which had already been closed. ????????

to Pass a Resolution for the Formation of a New Emergency Services District for the June Ballot
but fails to hold Public Hearing on new tax and ballot issue
& violates the Brown Act
Lassen County District 4 Supervisor Aaron Albaugh has been bringing this issue to the Board (ambulance service in Big Valley) from the first day he was elected (January/2013). According to John Benoit, LAFCO Director, ambulance service stopped in the Big Valley area in July /2013, putting a large area of Lassen County residents at risk.
Almost a year later (December 9, 2013) the LAFCO Board, for Lassen County, held a Public Hearing on their intention of placing this issue on the June ballot in Modoc County and Lassen County. Because there are two counties involved, both Modoc and Lassen must vote to approve this action and then pass a Resolution to place this tax issue on the ballot. This requires a Public Hearing.
Modoc County did what they are required to do under the law. The Modoc County Supervisors held their Public Hearing on January 14, 2014.
Interim County Administrator, Richard Egan states LASSEN COUNTY WILL NOT FOLLOW THE LAW. This irresponsible action will hurt the Big Valley area.
1. Chapman's EMERGENCY Motion on January 14, 2014 is voided due to not following the law. After 33 years of sitting on this Board, Chapman knew the procedures he had to follow for this "new tax district". He claims he attended the December 9th LAFCO meeting that spelled out what each county must do. When he can't tell the truth he baffles them with his bull sh_t. Yes, Chapman needs to go.

It appeared that Supervisor Chapman clumsily attempted to place it somewhere on their 1/14/14 Agenda but failed to distribute copies of the Resolution to the public and failed to place it on an Agenda as a Public Hearing.
NOW,THE MESS CHAPMAN CREATED HAS TO BE FIXED.
There was a NEED to pass a Resolution before the next LAFCO meeting on February 10, 2014 but this was certainly NO EMERGENCY
. The emergency was to cover up Supervisor Chapmans incompetency.
Lassen County must hold a Public Hearing on this issue because it involves a new tax for Lassen County for this new service district. Lassen County must then pass a Resolution to place it on the June Ballot. All this has to be done before March 7, 2014.

Lassen County Counsel Rhetta Vander Ploeg sat quietly while the Board violated a minimum of three Brown Act Sections in a matter of 15 minutes.
This County Counsel has proven to be 100% worthless.
Supervisor Pyle announced that
District 3 Supervisor Larry Wosick will not run for office again.....
but nominated him for the Board's Chairperson. Pyle also slipped into the conversation that he would be willing to serve as Vice-Chairperson.
Motion after Motion the Board voted without allowing ANY PUBLIC COMMENT.
Newly elected Wosick told the public that he had anticipated this action and stayed up to study Roberts Rules of Order. Even if we gave each of the Supervisors a copy of the Brown Act, they would still violate it because they can. What is it going to take for Wosick or any of these politicians to GET IT?
County Counsel and the District Attorney have complete contempt for the Open Meeting Laws

Can anyone imagine the collective outrage by the ratepayers if they knew that the 1 cent LMUD put aside for the DEAD 230 kv line was a fraud.
David Folce told the LMUD Board that the 60 kv will work with the 230 kv project but LMUD would have to install "phase shifting transformers" ....$10 million worth??????

Instead of lowering the LMUD RATES by one cent, the LMUD Board considered and then approved a one cent dedication toward the DEAD 230kv transmission line project, the ATT/Viewland site (that LMUD does not even own) and even moved $1.5 million dollars from the Rate Stabilization fund to a special fund for the DEAD 230 kv transmission line project.
Bill Stewart, a Frank Cady protégé, tells the LMUD Board members that the one cent will produce $8.5 million dollars in 5 years.

LMUD losing ground with renewable energy partners
LMUD is rapidly losing partners in their delusion of a 230 kv line running through Lassen County.
Invenergy walked away from LMUD Directors years ago and now that the energy credits will expire on December 31, 2013 it is unlikely LMUD will be able to claim that any part of the 230 kv would be viable.
Now, the LMUD Directors are floating a new scheme
BUSTED: The LMUD Directors report they are "looking into" signing a contract with Oski Energy (aka Wineagle, Wendell Energy Operations) to purchase Oski's geothermal power for eight (8) cents per kilowatt hour.
Oski has a ghost office in Reno, Nevada and may not even be in a position to sell much of anything to LMUD now or after October/2014. Oski is obligated to sell their power to Pacific Gas and Electric until October 29, 2014. Oski claims that they may "terminate" their agreement with PG&E.......Oh, really?
Oski Energy registered as a Limited Liability Corporation (LLC) in 2007 and in 2009 registered Wendel Energy Operation, LLC with a Reno address of 730 Sandhill Road, Ste 250. The corporation papers show that Derek Bacon is their agent for service.
So why give a press release to a local newspaper that really is pointless?

SAME OLD LMUD BOARD
Couldn't tell the truth if their lives depended on it.
The LMUD Board reported, at their November 26, 2013 meeting, they had completed Phase I (dirt/rock work) of the new substation on Lambert Lane in Standish. That is true but they decided not to disclose that a transformer had been installed on a pad the same week LMUD changed the transformer at the Standish substation four miles down the road from the Lambert Lane Substation.
In 2009, LMUD, under Bill Stewart, purchased $354,000 in transformers for "Lambert Lane" when Lambert Lane DID NOT EXIST. Those 2009 transformers have never been accounted for. So.......where did this one come from? The five year warranties will expire in 2014. The new Standish transformer installed last summer could very well be one of the "missing" transformers Bill Stewart purchased in 2009. ????
The LMUD Board does not want that question asked and they are certainly not going to answer it if it is asked again and again.....and again.
Stewart learned most of his "flim flam" from Frank Cady, before Cady was fired in 2008. Cady proved to be a master of deceit.

November 26, 2013- LMUD Minutes
Amedee Geothermal files new litigation in the San Francisco Superior Court on November 7, 2013 against LMUD, but
LMUD does not report this,to the public, at the November 26, 2013 meeting but waits untilDecember 17, 2013 and reports that it is "potential litigation" and gives the Case Number.
Where in the world did these Board members learn to lie with such stupidity ?

The pay is not "some payment" but, in fact, is a substantial salary and benefit package.
Pyle receives $50,871.58 (salary/benefits). Supervisor Wosick receives $40,956.70, Supervisor Albaugh receives$62,589.48 [based on paystubs].
The County Ordinance states that all five Supervisors shall receive $35,485.
All three are millionaires
Each of the five Supervisor's Districts represents a little over 5,000 registered voters.
Bob Pyle won his seat by a very questionable 27 votes.
There were irregularities, in that election, that were reported to the Secretary of State [a memory card seal, that records the votes, was replaced]
Will Lassen County be able to get a new County Clerk/Election Officer in the June election?
