historically speaking,
Jim Chapman
an old career politician abusing his last term in office
There was never a man
that knew so little
about so much
Question: How will Chapman get his photo in the newspaper every week?
His old friend Sam Williams
is not the Auditor
Chapman accused the Lassen County Auditor
of "pick pocketing" public funds
Kurt Bonham delivered his "Manifest" to Supervisor Chapman just before the BOS meeting began on August 4, 2014. Chapman had to read Bonham's jibberish and then surprisingly Chapman attempted to claim authorship. CAO Egan was asked to place this issue on the August 19, 2014 Agenda.....this was never done.

Supervisor Chapman was allowed
to talk about himself for 6:33 minutes
Career politicians develop a sense of ENTITLEMENT
Mr. Chapmans outbursts and insults are becoming more frequent
Chapman is allowed to interrupt the Chairperson and is allowed to speak for 20-30 minutes on unrelated Agenda items ...zzzzzzzzzzzzzz. Historically speaking Mr. Chapman's recollections have been 61% made up. Some who attend the meetings are amazed that he gets away with his manufactured history.
UNCIVIL FOR A CIVIL SERVANT
County Administrative staff react differently to Chapman's outburst which are now common place at these meetings.
Do ya think he's been up there toooooooooo long?
long?

Chapman's last
sleeeezy act
District 2 Supervisor -elect,
David Teeter, will take office
on
January 10, 2017 but
outgoing career politician
Jim Chapman also arranges a 6 day/$3,000 vacation trip for himself to place Teeter on CSAC Board as his Alternate
Chapman will no longer be a Supervisor on January 1, 2017 so why did Chapman need to be on the CSAC Board for 2017?
Looking for a job in Palm Springs, Chappie?

Lassen County Board of Supervisors
November 15, 2016 meeting Audio CD Altered
The Public Records Act states that any audio, video or record that a public entity makes of a pubic meeting becomes a disclosable record to the public.
Kan We Help submitted a "Public Records Request" for a copy ($5.71) of the audio of the 11/15/16 Board of Supervisors meeting only to find that it had been altered. The CD stops at the Supervisors 11:03 AM break.
According to the 11/15/16 Minutes the meeting continued at 11:08 AM. The Minutes also state this meeting adjourned at 12:46 PM, but the audio for that 98 minutes was deleted.
ONE HOUR AND THIRTY EIGHT MINUTES DELETED
What happened in that 1 hour and 38 minutes?
TIME: 11:08 AM
1. Milford Fire District appointment
2. Rate increase for Susan River Park Water Company
3. Chapman's appointment to the CSAC Board for 2017 (he retires in 2016; 44 days)
4. Marijuana discussion on State Proposition
TIME: 12:46 PM
Deputy Clerk of the Board, Susan Osgood, is responsible for the Boards Minutes and the Audio recordings. This was a deliberate act of altering a public document.
This is not the first time this has happened and usually occurs when Supervisor Chapman has had a temper tantrum.
Kan We Help has requested a complete recording of the November 15, 2016 Board of Supervisors meeting.

Supervisor Chapman says.... look the other way
while he fleeces the taxpayers JUST ONE MORE TIME
The bloviating, blistering, bafoonery of Supervisor Chapman gets one last chance to attack the Critics. Todays Lassen County weekly/advertiser gave Chapman a half page to blast his critics.
CHAPMAN HAD THE COUNTY CLERK ERASE THE 11/15/16 PUBLIC CRITICISM , WHICH IS ILLEGAL TO TAMPER OR DESTROY PUBLIC RECORDS OR PROPERTY (California Penal Code 594)
County Clerk Julie Bustamante has made it a common practice to erase Chapman's irrational tirades
Chapman did, in fact, bully the other Supervisors into giving him this Palm Springs vacation
Chapman retires in 32 days.
The truth: Chapman wanted to make sure his replacement David Teeter was placed on the CSAC Board of Directors and he thought the public owed him one last free vacation (he was entitled)
This Board has never respected the Brown Act, Public Records Act or any other law that requires them to be honest.
Kan We Help told Supervisor Hammond a dozen times that he could not vote on the sale of the Herlong property. He did it anyway and the FPPC fined him $2500. Would he do it again.....? You betcha. He just hopes he won't get caught.
This is the standard of the Lassen County Supervisors...JUST DON'T GET CAUGHT
Chapman did, in fact, bully the other Supervisors into giving him this Palm Springs vacation(over $3,000) this week to get "Supervisors" training at the CSAC Palm Springs Annual meeting.

Supervisor Jim Chapman's Last Sleeeezy Act
Before He Leaves Office on December 31, 2016
Chapman gets to go to the CSAC party ($3,000 in Palm Springs) on November 28 for one last paid vacation. Supervisor Chapman leaves office on December 31, 2016.
Chapman told the public that the $3,000 trip for his successor, David Teeter, was warranted because it was training for "New Supervisors". The six day trip includes only a day and a half of "training".
On October 25, 2016, Chapman did not consider approving expenses for the second "New Supervisor" from District 1, but always intended to go to the CSAC party himself and bamboozled the other four Supervisors to appoint him to the CSAC Board again with David Teeter as his Alternate.
Chapman leaves office in 46 days.
An old career politician has reduced public meetings
to abuse, intimidation & personal agendas
Most politicians want their final term to be dignified, at least with a certain level of dignity anyway.
Chapman will not accomplish this.
He has reduced the Lassen County Board of Supervisors to a "bully" pulpit. The public is more than aware of his rudeness and temper tantrums.
Will the four other Supervisors rein in Chapman's style of rudeness or will they just sit back and be told what to do? Where's the representation for the other four Districts?
Chapman believes that the
PUBLIC'S MONEY is his to waste
Lassen County Supervisor Jim Chapman
Abuses Authority as Chairperson
At the March 22, 2016 meeting, Chapman threatened a member of the public when they requested to speak on an agenda item.
Chapman refuses to let the public comment on the Consent Calendar Agenda, claiming that it is "administrative" only
*At the April 12, 2016 meeting, Chapman puts 18 of the 27 Agenda items in the Consent Calendar. 8 of the 18 were pulled for discussion by the other Supervisors. So much for routine.
*The Consent Calendar issues are supposed to be "routine in nature", but that is the last thing these "untouchables" are. The Consent Calendar is approved with one sweeping vote and Chapman, unlike Supervisor Pyle, will not allow any item to be pulled for a separate vote and discussion by the public.
At the upcoming April 19, 2016 meeting, Supervisor Chapman has placed
8 of the 12 Agenda items in the "Consent Calendar".

MORE MONEY FOR CHAPMAN'S ELEVATOR
A LOT MORE MONEY !
Chapman paid $81,100 for a Slide show about his elevator.
Now, he has put an additional $ 132,505 for more discussions on his elevator in the "Consent Calendar".

Is this what happened? The County Clerk records the meetings
NOTE: On March 22, 2016, Jim Chapman refused to allow public comments on Agenda item B-4 and then threatened to arrest a member of the public who objected to his action
All in full view of County Counsel Bob Burns, CAO Richard Egan, Sheriff Dean Growden, all the Supervisors, the Lassen County Times (recording also), Department Heads and VETERANS........and the public
This old politician reminds Kan We Help Secretary that this is not a Town Hall meeting and threatens an arrest?
Maybe Supervisor Chapman needs to be reminded that this is a PUBLIC meeting governed by the Brown Act.
If you put your head down, you get to ignore what just happened
Guess who came to the meeting?
Oops.....Kan We Help recorded the entire meeting,
Sorry Julie
Lassen County Supervisor Chapman
Gets Slapped with Another
Brown Act Violation
Bob Burns advises Board to break the law
Listen:
illegal new Chapman rule: Public needs a Sponsor to comment on Agenda
The Consent Calendar Rule Section 5 E has been in effect for decades allowing full and direct comments by the public.
On September 8, 2015, former District Attorney and now Lassen County Counsel Bob Burns pushed Supervisors to change the rule to violate the Brown Act. The advantage for the Supervisors was to put the majority of agenda items in the Consent Agenda to eliminate any public comments.
Supervisor Pyle was the Chairperson in 2015 and ignored the new illegal rule 8 times.
However, the old politician, Supervisor Chapman, knew the advantage of not letting the public *directly comment on the Consent Calendar Agenda and loaded the Consent Calendar with most of the Agenda.
*Jim Chapman's first Agenda, for 2016, after insisting he should be Chairperson, put 18 of the 25 Agenda items in the Consent Calendar.

JIM CHAPMAN'S
MILLION DOLLAR
ROOM
Supervisor Chapman is a government within himself
The Lassen County Supervisors voted not to budget any funds for the Courthouse renovations from the LCPIC slush fund in the 2015/2016 Fiscal Year
At the September 22, 2015 Board of Supervisors meeting, CAO Richard Egan was not given nor ever asked for permission to release a Request for Proposal for the Courthouse Renovations and yet it was released.
Listen to the discussion "at the end of the meeting" on 9/22/15
NOTICE: The Bid amounts were deliberately omitted
CHAPMAN HAS TRIED THIS BEFORE:
When Chapman wanted his new Board Room in Judge Sokol's old Courtroom (The Annex) "he" arbitrarily instructed NST to go ahead with thousands of dollars of remodel plans. He had no authority to order this work and now he has done the same thing with the Old Courthouse.
Chapman then tried to form his own Task Force to decide where his new board room would be. This committee never held a single meeting and was disbanded.
Career politicians develop a sense of ENTITLEMENT.
In Chapmans case, he crossed the line

September 8, 2015
Chapman goes on and on about "his" critics hating County Government
....but he just doesn't realize its not the "government" they are unhappy with.
The public is just tired of hearing his fake facts and outbursts
At the September 8, 2015 meeting, Supervisor Chapman claims that the
Board hasn't had a raise since 2001 or 2002
Kan We Help presented this chart to the Supervisors in 2013 and now, 2 YEARS LATER, look at Chapman's Gross Salary for the past year.
"the pay raises are given without the public knowing, and then Supervisor Chapman lies, and lies and lies"
It certainly IS NOT THE $35,485 SALARY STATED IN THE CURRENT ORDINANCE
In 2007, the Supervisors attempted to invoke the
"25% of a Superior Court Judge" language they placed in Ordinance 532 in 2002.

IS JIM CHAPMAN THE BIGGEST BULLY
IN LASSEN COUNTY?
Lassen County Budget Meetings are Bogus
AND YES, ITS TRUE
SOMEONE TOLD
JIM CHAPMAN
TO
"SHUT UP"
After Chapman was allowed to go on and on describing graphically raw sewage that came up in the streets of Susanville, he then proceeded on a table pounding, fist waving tirade against Eileen Spencer for defending the poor. (video available)
A picture is worth a 1,000 words
The annual Lassen County Budget meetings (which are public meetings) concluded this week. These meetings are simply held to bully and intimidate County Department Heads. CAO Richard Egan told Staff (not all attend the Wednesday meetings) that the County had a $318,000 deficit.
The Department Heads have succumbed to this intimidation for decades. It results in huge overtime expenses because of staffing that Supervisors have refused to allocate money for.
CAO Richard Egan had the audacity to ask DA Stacey Montgomery if she would accept a .8 employee instead of a 1.0 employee. Did her Budget Request for an additional attorney and Investigator fell on the Deaf/Dumb ears of Supervisor Chapman and Pyle? NO, SHE GOT IT ALL!!!
The County has more than enough money to accept
all of the Budget requests of all County Departments
The two Supervisors (Chapman & Pyle) made very inappropriate comments about the Assessor and said that if you are not here you lose. They kidded about not giving the Assessor the Appraiser that is badly needed (Re: Williamson Act Abuses & Compliance against the ranchers)
Supervisor Chapman was against free food for the poor and wanted to give the One Stop in Herlong more money and said the Bieber and Westwood One Stops should raise their own money. Chapman resented the annual dinner the One Stop provides and said it should be a "POT LUCK". Chapman was concerned that the County doesn't even know "how" the annually allocated budget ($10,000) was spent.
.....and yet the Supervisors tell the Chamber of Commerce....HOW MUCH DO YOU NEED AND WRITE THE CHECKS WITHOUT ANY ACCOUNTABILITY (the donations to this private political company are absorbed in the General Fund).
Why: The Chamber of Commerce represents VOTES
The poor in Lassen County...............?

They both attended the HLVRA meeting when it was announced that Susanville was not awarded the Grant for their portion of the community swimming pool.
Chapman and Hammond emphatically denied this at the Board of Supervisors meeting
Chapman's two years of longwinded useless oratories have caused more delays, with this pool project, than anything else at the HLVRA meetings.

Supervisor Hammond & Chapman

Lassen County District 2 Supervisor Jim Chapman and District 5 Supervisor Tom Hammond sit on the Honey Lake Valley Recreation Authority created by the City of Susanville and Lassen County.
Honey Lake Valley Recreation Authority
These two men attended the June 16, 2015 HLVRA meeting when the Executive Director Jarod Hancock announced that Susanville did not get the OGALS Grant. The OGALS Grant, if awarded, was to be used for Susanville's share ($1.1 million) of the construction costs for the community pool. Susanville must now find another source for the pool construction costs.
The County will hold onto the $1.1 million that they borrowed on June 4, 2015 until Susanville can find a source for the pool construction costs.
Chapman and Hammond stated clearly that this Grant had nothing to do with the pool.
JUST TWO PLAIN OLD FASHION LIARS THAT THINK
THE PUBLIC DOESN'T CARE IF YOU LIE TO THEM
CHAPMAN AND HAMMOND FAILED TO REPORT THIS "FACT" DURING AGENDA B-4 (Unagendized Reports by Board Members aka meetings they attended) AND WERE CLEARLY ANNOYED THAT THE ISSUE WAS BROUGHT UP BY KAN WE HELP.

Chapman spars with Burns
over the Brown Act ?
On March 3, 2015, the Board of Supervisors called a Special Meeting due to errors they made in the Emergency Medical Services RFP. There was only one agenda item and two public comment agenda items.
Barbara Howe addressed the Board on the RCD members that the Board appointed. She was abruptly interrupted by County Counsel. Burns, who in the past has never shown any knowledge of the Open Meeting law (Brown Act), told Ms Howe that this was not in the jurisdiction of the Board of Supervisors.
WATCH WHAT HAPPENED NEXT.....VIDEO
Maybe, just maybe, if Bob Burns had waited just a few minutes longer he wouldn't have lobbed his objection.
The curious thing that happened next was Supervisor Chapman chimed in that Public Comment could be about anything and it didn't need to be within the jurisdiction of Lassen County.
Brown Act, Section 54954.3 (a)
Every Agenda shall provide an opportunity for members of the public to directly address the legislative body on any item of interest to the public, before or during the legislative body's consideration of the item, that is within the subject matter jurisdiction of the legislative body.
Burns was out of order by objecting to Barbara Howe's public comment but Chapman was out of order by claiming that public comments didn't have to be germane to the jurisdiction of Lassen County
CHAPMAN'S DAY CONTINUED WITH MIS-STEPS
Chapman is also a member of the HLVRA (pool JPA) and attended their 3:00 meeting.
After several attempts (and no success) to get the HLVRA Agenda's posted to their website, KWH Secretary presented the HLVRA with a written Brown Act Violation.
MR. JIM CHAPMAN DECIDED IT WAS TIME
TO YELL AT SOMEONE.
Chapman began his yelling and degrading about people that attend toooooooooooooooo many public meetings.
Brown Act, Section 54954.3 (c)
The legislative body of a local agency shall not prohibit public criticism of the policies, procedures, programs, or services of the agency, or of the acts or omissions of the legislative body. Nothing in this subdivision shall confer any privilege or protection for expression beyond that otherwise provided by law

Supervisor Hammond
Lassen County Supervisor Jim Chapman found out about the lies that were being told
and set Supervisor Hammond up for the fall
At the February 17, 2015 Lassen County Board of Supervisors meeting Supervisor Chapman asks CAo Egan if he could confirm that the Commander of Sierra Army Depot never spoke with anyone from HSP Resources about the Amedee Airfield parcels that the County was selling.
Egan very reluctantly & with a confused look on his face
What happened next was unique to say the least:
Supervisor Hammond stated firmly that he had been meeting with the Commander of the Sierra Army Base that included a contract for HSP Resources .
*watch a very nervous bob burns*
Hal Hays did publicly state on February 10, 2015 that he had a meeting on February 11, 2015 with the Army Base ?
SUPERVISOR HAMMOND.....
YOU JUST VIOLATED SO MANY LAWS
LT. COLONEL SLOSSON KNEW THAT AN ELECTED COUNTY OFFICIAL
CANNOT BE INVOLVED WITH USING HIS POSITION TO HELP A "BIDDER" (HSP RESOURCES).
Supervisor Albaugh made a motion to throw out all the bids and do it right. This motion was seconded by Supervisor Chapman.

Hammond was the deciding vote again to give the Amedee Parcels to Steve Pezzullo

Chapman attacks taxpayers for wanting a Capital Improvement Plan
A Capital Improvement Plan is Mandatory
Chapman tried to slip a Capital Outlay expenditure for a "back up" generator into an inappropriate account [Agenda 5/13/2014, Item G-7]He claimed that it had been there for years. Research found that was not true.
Chapman claimed that this generator had been in the budget for years. It has never appeared until the 2013-2014 budget. Why lie about something that can be so easily checked?
2012/2013 Criminal Justice Fund
Lassen County Auditor confirmed that the generator should have been paid for from the Capital Outlay fund and not the Criminal Justice Fund.
HE GOT CAUGHT AND WAS VERY INDIGNANT.
Chapman was reminded that the Board approves the annual budget. When Chapman gets caught telling lies he ALWAYS blames it on staff.
Supervisor Chapman, now almost a comical character on the Board, fails to take responsibility for his intentionallies and actions.

Civil Servants Want Bigger Paychecks
Not Pool
Susanville Councilperson Brian Wilson
and Lassen County Supervisor Jim Chapman
are both on the Pool Committee.
Both want bigger paychecks and control of the County treasury.
If Chapman is elected to Auditor his paycheck will more than triple and he loses his seat on the Pool Committee.
If Brian Wilson is elected Treasurer his paycheck will quadruple and he loses his seat on the Pool Committee.
Their promotion of a
Community Pool was a fraud
They both used the pool issue
to try and get bigger paychecks
.....and Supervisor Wosick who also sits on the Pool Committee.... is selling all the property he bought in Lassen County. He was exposed for secretly trying to buy the township of Herlong for $25,000.
Wosick no longer lives in his District. If he had any honor at all he would resign. Let's see, Vander Ploeg said he could continue to sit on the Lassen Board of Supervisors and Burns doesn't have enough integrity to remove Wosick either.
Wosick admitted (video and audio available) that he was going to have to live with his wife in Reno.

The Municipal Code that controls just the Supervisors salaries does not state they are entitled to these "longevity" payments. Pay adjustments and benefits must be made by amending Ordinance 532. The Supervisors do not want the public to know what they are actually getting paid.
