Wayne Langston now thinks he can violate the Brown Act at anytime. Langston states at the beginning of the meeting that he is tired of the criticism and asked the Board members present, to consider changing the Public Comment portion of the meeting.  

Freedom of Speech

Langston is moving into areas that he will regret.  There may be no vehicle for enforcement in Lassen County, but in Federal Court it's a whole different ballgame.......

Special meetings limit the discussion to agenda items only. 

Cady cancelled the October 2, 2003 meeting to "regroup" on finding solutions to major legal problems he has created for LMUD. 

This LMUD Board has abused their meeting schedules, in the past.  LMUD will put Special Meetings into "closed sessions" on bogus agenda items.  KWH has filed two Brown Act "closed session" violations against this LMUD Board this year.  Link  Brown Act Violations
