Frank Cady approved Les Leiber's $75.00 increase to his consultant's contract on March 24, 2003. This increase was never approved by the LMUD Board. The Board can only pay Les Leiber $60.00 per hour for any work that they ask him to do. The "ratification" the LMUD Board voted on May 24, 2005, only approved using Les Leiber.
