Frank Cady states that "However, the feasibility study, which was commissioned by the Boise Board of Control long before LMUD became involved in the project, has yet to be completed.
This Study was completed prior to October of 2001. KWH asked for a copy on September 11, 2002 and Frank Cady states that it was not complete on February 11, 2003.
Frank Cady charged LMUD for a copy of the Arrowrock Feasibility Study done by HPB on February 27, 2002.
